Established in 1866 Inyo County is home to over 18,546 residents.

For a county with such a small population, it seems that many Inyo County residents suffer from substance abuse problems. In a study published in 2010, it was shown that both crime rates and death rates due to alcohol and drug related offenses increased every year from 2000 to 2008.

Crime rates for felony and misdemeanor drug offenses increased greatly from 601 per 100,000 in 2000 to 1,551 per 100,000 in 2008. Inyo County’s drug arrest rate was higher than the state starting in 2002. In 2008, the arrest rate for drug related crime in the state of California was 910 per 100,000. Crime rates for felony and misdemeanor alcohol offenses increased from 3,822 per 100,000 in 2000 to 4,114 per 100,000 in 2008. Inyo County’s alcohol arrest rate was much higher than the state overall each year. In 2008, the arrest rate for alcohol related crime in the state of California was 1,203 per 100,000.

The death rate due to alcohol and drug use increased between 2000 and 2007 from 25.40 deaths per 100,000 to 40.08 deaths per 100,000. Inyo County’s AOD mortality rate was higher than the state except in 2006. In 2007, the death rate due to alcohol and drug use for the state of California was 21.46.
